OVERVIEW

Our federal government client provides policy advice, analysis and other services to the Australian Government. It is responsible for achieving the Government's priorities for population health, access to pharmaceutical medical and dental services, acute care, primary health care, private health, health infrastructure regulation, safety and quality, health workforce capacity, biosecurity and emergency response, mental health, and sport and recreation.

It is geographically centred in the ACT with people also located in State and Territory offices. The agency also provides corporate support to around 20 portfolio agencies.

The business systems branch is responsible for developing and providing a wide range of services to support the business and operating environment of the department and some of its portfolio agencies. The branch's role is to provide expert, specialised and highly efficient information technology support services including maintaining and developing ICT applications and infrastructure.

The business systems branch works with a diverse range of business partners to deliver secure, reliable and sustainable enterprise services with a focus on digital transformation and supporting effective policy and program delivery. The Branch work program is centred on systems supporting product regulation and subsidisation, as well as driving adoption of enterprise capability and alignment of business patterns and outcomes through the Products and Services Platform and providing quality operation support to our regulatory and subsidisation business streams.

The business systems branch Business Applications team deliver and operationally manage a suite of business applications. PSP is a strategic business applications delivery platform and the business applications program delivery team utilises Scaled Agile framework (SAFe) that is structured into multiple scrum teams operating in DevOps model. Program capability is working towards capacity based, capability funded model to leverage multiple productivity benefits of SAFe framework.

The business systems branch Business Applications program outcomes are delivered through the Products and Services Agile Release Train. Products and Services Agile Release Train with resources from various branches within ITD and business focuses on achieving the digital transformation outcomes utilising reusable components and leveraging cutting edge technology platform. In DevOps model, project delivery and operational responsibilities are assigned within scrum teams with clearly defined capacity model. The capability is scaled-up by adding specialised multi-disciplinary (MDT) scrum teams supported by the program team (Delivery Management, Program Architecture and Quality Assurance) and Systems Team ('enabling' type agile team).

Teams uses Azure DevOps, Visual Studio, and MS technologies extensively for their development activities and WebEx teams for online collaboration. The technical platform is based on Microsoft Power Platform, Power BI, and D365 Cloud CRM systems.

The Scrum Master utilises their in-depth agile planning and technical skills to develop comprehensive delivery backlog with top-down planning, efforts estimation and task tracking through DevOps process.

Qualifications/Experience required for this position:

  • 3+ years experience as scrum master
  • Extensive experience in IT business applications delivery across a fast-paced development
  • Relevant Scrum Maser qualifications/certification/accreditation
  • Ability to understand and groom enabling technical task (technical design, programming or Microsoft platform)
  • Demonstrated interpersonal skills and capacity to communicate and work effectively within a multi-disciplined and blended team
  • Experience using agile performance metrics to drive accountability and continuous
  • Experience in SAFe implementations as an experienced Release Train Engineer facilitating Agile Release Train (ART) will be
  • Proven performance in translating and communicating complex technical information to executive level non- technical management
  • Champion agile principles and inspires team to adopt to develop congenial team
  • Technical background (IT system analyst, programming, designing, architect) will be desirable.

Candidates should be flexible / willing to work across this delivery landscape which includes and not limited to Agile Applications Development, Support and Deployment.
