Program Communications Officer


The Digital Business Division (DBD) has been established to bring together the retail digital functions from the Digital Trade Initiatives, Biosecurity Digital Reform Branch along with the Digital and Analytics Office within the Agricultural Trade Group. The purpose is to create a range of efficiencies in delivering best in class digital and data products. The division is responsible for a suite of mission-critical systems and services.
Incorporating the Taking Farmers to Market (TFTM) and the Simplified Targeting and Enhanced Processing System (STEPS) programs. The division's purpose is to deliver the important digital business and service reforms for the Department. DBD is at the forefront of bringing about large-scale change to our agricultural export systems and bio-security cargo clearance systems, using the experience of our customers and stakeholders through digital transformation. DBD's work is a departmental, ministerial and Australian Government priority which will continue to support Australia economic recovery from COVID-19.
The Role:
The program is seeking a motivated and detail-oriented Communications and Change Officer to support the strategic communication, stakeholder engagement and change efforts of our large-scale digital transformation program. In this role, you will work closely with the Communication Manager and cross-functional teams in the program, and across the Department to ensure effective and consistent communication, stakeholder engagement and change plans are developed and implemented across various channels. The ideal candidate should have a strong foundation in communication strategy, stakeholder identification and mapping, change management, key messages, exceptional organisational skills, and a proactive approach to driving stakeholder engagement and transparency throughout the transformation process.

Key responsibilities:

Content Creation and Distribution:
    • Create and assist development of clear, concise, and engaging communication materials, including newsletters, presentations, email marketing, emails, formal briefing notes, slide decks, web content and other collateral to inform stakeholders about the digital transformation program's progress and updates.
    • Coordinate the distribution of communication materials through appropriate channels, ensuring timely and accurate delivery to the target audience.


Communication and Stakeholder Engagement Plan Development and Management:
    • Support the identification and segmentation of key stakeholders and tailor communication plans to address their specific needs and concerns.
    • Assist in building and maintaining positive relationships with stakeholders by responding to inquiries, gathering feedback, and addressing issues as needed.
    • Assist Product Managers and teams to help develop their plans, identify stakeholders, create key messages, develop engagement tactics and complete change plans and artefacts.

Digital Media Management:
    • Manage the program's digital presence, including social media platforms and the program website, by creating and curating relevant content that showcases the transformation journey and highlights key achievements.
    • Monitor social media channels for mentions and engagement, responding to comments and messages in a timely manner.

Event Coordination:
    • Assist in planning and organising virtual and in-person events, workshops, and town hall meetings related to the digital transformation program.
    • Coordinate logistics, prepare materials, and ensure smooth execution of events to promote understanding and engagement among participants


Planning and Reporting:
    • Maintain a content calendar to ensure a consistent flow of communication materials and updates to various channels.
    • Collaborate with subject matter experts to gather relevant content and ensure accuracy before dissemination.
  • Help track and analyse communication metrics, such as engagement rates, website traffic, and social media interactions, to measure the effectiveness of communication strategies.
    • Prepare reports and provide insights on communication performance to guide continuous improvement.

Collaboration and Support:
    • Work closely with the Communication Manager, cross-functional teams, project managers, product managers and external partners to gather information and insights for communication purposes.
    • Assist in the coordination of communication efforts with the larger organisational communication strategy.
Qualifications:
  • 8-10 years + experience in communication, stakeholder engagement and change, preferably in a government role related to digital transformation or technology projects.
  • Strong written and verbal communication skills, with an ability to convey complex ideas in a clear and accessible manner.
  • Proficiency in using communication tools and software, including Microsoft Office Suite, content management systems, and social media platforms.
  • Excellent organisational and time management skills, with the ability to prioritise tasks and manage multiple projects simultaneously.
  • Detail-oriented mindset, ensuring accuracy and consistency in all communication materials.
  • Strong interpersonal skills and the ability to collaborate effectively with diverse teams and stakeholders.
  • Familiarity with communication analytics and reporting tools is a plus.
  • Previous experience in event planning and coordination is beneficial.
  • Enthusiasm for digital transformation and technology trends.
  • Bachelor's degree in communications, Business, Public Relations, Marketing, or a related field highly regarded.
  • Proficiency in communication and stakeholder engagement plan and change plan creation and roll out including applying International Association of Public Participation (IAP2), Australian Public Service Framework for stakeholder engagement and Prosci change methods are highly valued.
