About Corporate Enterprise Solutions

Our focus is to provide solutions and services that support Queensland Health's Enterprise Corporate Applications and supporting payroll transactional processes. This application suite includes the largest integrated rostering and SAP payroll solution in the public sector and the SAP S/4HANA finance, business and logistics solution and management environment (S/4HANA solution).

The Integrated Workforce Management Program

The Integrated Workforce Management (IWFM) Program is a key strategic initiative for Queensland Health that will enhance the roster-to-pay process, deliver positive outcomes to support enhanced workforce management and drive the delivery of tangible benefits for both Hospital and Health Services (HHS) and the Department of Health, through improved tools, processes, and access to workforce decision-support information where and when it is needed.

Leveraging existing (SAP myHR and Workbrain) technology, Stage 3 of the IWFM Program includes the rollout of a single, statewide and integrated electronic rostering solution to the frontline nursing and midwifery cohort, and a more inclusive approach to workforce management support. A complete capability uplift program will also be delivered for Nursing and Midwifery, which includes guiding principles for Leading Practice Workforce Management, and service-centric Roster Support Offices will be established at each HHS to provide transactional and advisory support directly to Nurse and Midwifery Unit Managers.

The approved IWFM Stage 3 implementation plan has a provision for future rollouts to additional Queensland Health workforce groups, if funding is available. IWFM Stage 1 (pilots and prerequisite) and IWFM Stage 2 (implementation of myHR) have been completed.

Purpose of the role

The purpose of the Change Lead is to implement and operationalise sustainable business process change strategies to effectively realise the benefits of a large scale, ICT enabled business improvement program. In your role you will also assist in the development of change capability within the program team through the provision of Change Management mentoring and guidance to other program staff. The role will be based on-site within the implementing facility(s) and will promote effective high level stakeholder engagement and support for end users to ensure successful implementation and sustainable change.
The Change Lead reports to the Project Manager.
Your key responsibilities
You will be required to fulfil the responsibilities of this role in accordance with the Queensland Public Service values.

  • Adhere to defined service quality standards, health and safety policies and procedures relating to the work being undertaken to ensure high quality, safe services and workplaces.
  • Lead the change management implementation activities to ensure a successful transition and an improved workforce management approach and business model.
  • Work collaboratively with IWFM Central Business Transformation team and the allocated Change Management Specialist in the establishment of new or changed business process as identified in the Business Change Impact Assessments.
  • Lead the communication and engagement activities with key stakeholders at all levels of the organisation to support and enable successful delivery of a business change management program.
  • Deliver IWFM Program strategies and program collateral (documents, toolkits etc.) consistent with the overarching approved change management methodology and approach to effectively implement, reinforce and sustain business change.
  • As a key member of the Business Implementation Team, provide specialised knowledge of change management processes and practices, in alignment with the IWFM Change methodology and approach, to promote successful and sustainable change.
  • Build program team capability by coaching and mentoring others in the areas of change management and business transformation.
  • Undertake risk and issues identification, champion the change management approach ensuring alignment to IWFM best practice and lessons learnt from prior implementations.
  • Inspire team members by investing time in building positive and productive relationships, setting clear objectives and providing professional leadership, guidance and support.
  • Actively contribute to the creation of positive work environment that upholds quality human resource management practices including employment equity, anti-discrimination and ethical behaviour.

Key competencies/suitability (role specific criteria and personal qualities)
You will be assessed on your ability to demonstrate the following:

  • Strong background and expertise in change management/business transformation change management.
  • Successful leadership of workforce management transformation activities including benefits realisation, stakeholder engagement, communications and training, within a large, complex organisation-wide project environment.
  • Excellent change planning, analysis, interventions, resistance management, conceptualisation and problem solving skills, along with the management of multiple deliverables within agreed priorities, timeframes and accountabilities.
  • Significant experience in the documentation, implementation and evaluation of business change activities in a large scale complex project environment.
  • Expert level stakeholder engagement and communication skills to support effective business change and transformation, including the ability to engage, influence and connect with others, often remotely.
  • Knowledge of or the ability to rapidly acquire knowledge of HR/payroll workflow processes and systems.

Qualifications, registrations and other requirements

  • While not mandatory a relevant qualification in Project Management or Change Management would be well regarded.
  • Ability to travel intra-state is a requirement of this role.
  • Ability to be based in the location of the facility implementation site as per the program implementation schedule.
