A government agency is seeking an experienced Test Manager to lead its testing practice and oversee the planning, coordination and delivery of testing activities across complex programmes of work. This role suits someone who can provide strategic guidance, drive high quality testing outcomes and lead a team within a dynamic and evolving environment.
The Test Manager will work with a high level of independence, exercising sound judgement and contributing to broader strategic priorities while working under the general direction of senior leaders.
Key Responsibilities
* Manage the timely delivery of testing outcomes, including test effort estimation and resource management
* Plan, develop and manage multiple types of testing across project stages, ensuring alignment with schedules
* Prepare and review detailed written materials including complex test cases and technical documentation
* Provide subject matter expertise and technical analysis to ensure functionality meets requirements
* Monitor work output and quality, interpreting analysis and reporting against performance standards
* Assist with managing finances, resources and budget requirements
* Track and report on testing activities and progress
* Collaborate with project teams and stakeholders to ensure appropriate testing tools and methodologies are applied
* Lead and mentor a testing team, supporting staff through change and uncertainty
* Balance competing priorities to meet quality outcomes and support project completion
* Operate independently and collaboratively, thinking strategically and aligning operational activity with objectives
* Develop long term plans for the team and contribute to organisational priorities
* Conduct objective analysis and draw sound conclusions based on evidence
* Make informed decisions using professional judgement and risk evaluation
* Assess risks and implement suitable mitigation strategies
* Tailor communication to stakeholders, negotiate outcomes and manage expectations
Technical Skills
* Minimum of two years experience as a Test Manager
Essential Criteria (SFIA)
Methods and Tools - Level 5
Ability to evaluate, select and implement appropriate methods and tools. Provide guidance, manage reviews and recommend improvements.Performance Management - Level 5
Lead and support teams, delegate responsibilities, set performance expectations, provide feedback and participate in formal organisational processes.Specialist Advice - Level 5
Provide expert level advice, consolidate knowledge from multiple sources and promote the sharing of specialist expertise.Stakeholder Relationship Management - Level 4
Manage issues and resolutions, implement engagement plans and enhance stakeholder relationships using feedback.Testing - Level 6
Develop organisational testing policies, standards and guidelines. Lead complex testing activities, manage risks and promote a culture of quality.

Working Conditions
The selected candidate will be required to attend the office full time for the first six weeks. After this, hybrid working arrangements may be approved, with a minimum expectation of three days per week onsite. Remote work must be based within the nominated locations to allow reasonable travel to the office when required.
