This new project is in the early stages of its lifecycle and this role will work closely with business stakeholders both within the department and other participating agencies to develop detailed business requirements or user stories which define a more effective and efficient future-state business. The role will also work with technical teams to align the project with quality standards and protocols as determined by the Queensland Government Enterprise Architecture. The approved output of this work will contribute to sourcing documentation for a market tender process. Other responsibilities of the role will include the documentation of current state business processes and associated business rules, and the participation in other activities within the project lifecycle, such as testing.

Key Responsibilities:

  • Review current business requirements and non-functional requirements and assess against the revised project scope and procurement direction
  • Work with the business to refine and prioritise business requirements
  • Work with technical teams to refine non-functional requirements
  • Liaise with business and technical teams in other government departments for requirements gathering
  • Consolidation, prioritisation and validation of requirements from external government departments
  • Participate in the development of the Sourcing Plan/ ITO, as required
  • Analysis of ITO responses against requirements specified in the ITO
  • Definition of solution-configurable items, e.g. licence requirements per role type
  • Work with business teams to define and document current business processes, including supporting business rules
  • Gap analysis of current-state against future-state business processes
  • The management of requirements through the full project lifecycle
  • Work with business teams to define a suite of future-state reports
  • Participation in data migration activities, as required
  • Work with vendor to implement the selected product, as required


Key Skills and Experience:

  • Experience in leading work within a cross-agency environment, through the full project lifecycle
  • Extensive experience working with business stakeholders to elicit future-state business requirements/ user stories
  • Extensive experience working with technical resources, such as Architecture and ICT Security to understand current quality standards and protocols within government and ensure alignment of the project with relevant technical requirements
  • Extensive experience undertaking gap analysis against existing and proposed systems and reporting outcomes and recommendations
  • Extensive experience in defining and documenting current-state processes and business rules
  • Experience in contributing content to procurement or sourcing documentation
  • Experience in business process improvement identification and documentation, including process automation
  • Experience working with vendors and commercial off the shelf products, aligning the future-state of departmental business with out of the box processes
  • Experience leading outcomes-based workshops with business and vendor stakeholder groups
  • Exposure and contribution to the development of user acceptance testing packages and data interfaces
  • BPMN process mapping skills
  • Good communications and presentation skills
  • Experience working with Queensland Government-mandated methodologies
  • Attention to detail in a complex environment
