Key Responsibilities:

• Develop a traceability framework for project team members to ensure all project deliverables link to agreed business outcomes through clear and unambiguous business and technical requirements.
• Elicit and document business and technical requirements to support the Agency's strategy and goals related to the Data & Analytics transformation program.
• Analyse and document business processes and data flows to provide context for current and future state requirements.
• Collaborate with stakeholders to ensure all relevant parties are included in the development of business and technical requirements. This includes facilitating workshops, meetings, and working groups.
• Review and provide feedback on business and technical design documents to ensure alignment with expected business outcomes as captured by the requirements.
• Contribute to the design and implementation of solutions that meet business and technical requirements and deliver expected outcomes.

Essential Criteria:

1. Demonstrated expertise in leading hands-on business and technical requirement development and stakeholder validation within a large-scale business data and analytics transformation program.
2. Experience implementing Cloud Data Platforms and/or Analytics applications, including data architecture (e.g., Data Models, ETL, data governance, security).
3. Proven ability to document data and process flows to analyse and provide context for business and technical requirements.
4. Strong ability to gather, analyse, and translate business data into meaningful and actionable insights.
5. Proficiency with JIRA and Confluence, Visio, Excel, PowerPoint, and Word.
6. Practical experience with Agile Delivery frameworks, including developing Initiatives, Epics, User Stories, and other relevant documentation.

Desirable Criteria:

1. Experience working with diverse project, in-house development, and vendor teams to deploy complex, integrated technologies and drive business change.
2. Experience as a Scrum Master.
3. Experience with the SAS Viya 4 platform.
4. Proficient data analysis skills (e.g., SQL, Python).
5. Experience working in data and analytics business areas.
